X58 Chipset MB

Both my PCs are older Builds. One I keep upgrading and then I send the upgraded parts to my second. They both have boards with the X58 chipset, one an Intel MB and the other an EVGA MB.
My back up PC had 6GB of DDR3 RAM in it. I have not used the PC for quite some time and when I fired it up I noticed that it was only using 3.99GB of 6GB installed. I naturally assumed that I had a bad stick so I ordered a new set of the same RAM.
Today I installed the new RAM and got the same 6GB Installed 4.99 usable  :o  Just for shits and giggles I installed the other three sticks now it says 12GB installed 7.99 usable  ???
I have tried just about everything I can think of including changing Bios settings and still no luck.
There is a lot of BS on the net about possible reasons and fixes for this issue but they all have 1 thing in common, they are all on X58 Chip MBs  :'(

try baking it that fix one of my video cards for a few months ;D ;D

What makes things worse, as soon as I decided to use it as is the friggen PSU Fan crapped the bed!  :'(
...BUT she is finally back up and running. All that she really needs is a new Case fan but that's no big deal.

Whats the OS running on it? Windows 7 likes to reserve a great deal of memory. But 25% of the available ram seems a bit excessive.

Yes it is windows 7 but I am running the exact same  installation on my main PC and they are almost identical, i7 950s with the x58 chipset and DDR 3 Ram

Could it be that one of the 4 slots on the MB is faulty?

No, I checked all six slots running a single 2 gig card in non triple channel mode of course. Both PCs are running six 2 gig sticks.  :(

Seems the board only supports 4GB per slot. Guess thats why it trims it down to 8 instead of the inserted 12.

Yeah, you have to remember that was a very long time ago and at one point that was cutting edge technology. When that system was built you took part in the conversation about how we would never be able to use 6Gb of RAM in a game.  :o
